Ian is a Labor Member of the Legislative Council, the upper house of the South Australian Parliament.


Ian was born in Broken Hill and was educated at Gilles Plains High School and Flinders University. He has worked as a Research Assistant in the Department of Clinical Immunology at Flinders Medical Centre, a Youth Worker at CYSS, and as a Policy Adviser. Before entering Parliament, Ian served as State Secretary of the Australian Labor Party.


From 2011 to 2018, Ian served as a Minister in the Weatherill Labor Government, holding portfolios including Sustainability, Environment and Conservation, Water and the River Murray, Climate Change, Communities and Social Inclusion, Social Housing, and Disabilities. He now serves as Opposition Whip in the Legislative Council.


Ian's policy interests include science and science education, industrial relations, social justice, the environment and sustainability.


Ian and his husband Leith live in Adelaide’s south, along with their three-legged dog Bailey.
